Expert Witnesses, Appraisers, and Umpires. Our construction expertise includes
High Value Residential Structures, Public Works Projects, High and Low Rise
Commercial, Medical Facilities, and Manufacturing Facilities.
Within PCA are four distinct divisions:
Consulting Services - PCA provides construction consulting
for building damage claims as well as alternative dispute resolution for construction
related cases. The consulting services have been provided in both a catastrophe
and non-catastrophe environment. The PCA staff has additional expertise
in business interruption, salvage, subrogation, and the evaluation of construction
defects.
Insurance Reconstruction and General Contracting - Besides residential
and commercial construction, PCA provides construction management,
Critical Path Method scheduling, architectural and clerk-of-the-works services.
Since 12/10/1992 PCA has been a California licensed general contractor (B-1,
660843). Since 8/05/1982 Mr. Paxton has been a California licensed general
contractor (B-1, 425946).
Data Publishing & Information Services - Since 1971, Albert
Paxton has authored The National Repair & Remodeling Estimator, currently
in its 26th annual edition and published by Craftsman Book Company. In addition,
PCA is frequently retained to determine local unit price guidelines
for catastrophe losses as well as case specific localized unit prices. This
distinguishes PCA as an expert in "unit price" and "time-and-material"
costing.
Education & On-Site Training - PCA designed, developed,
and markets the three volume Earthquake Damage Assessment Course for Residential
Construction. This course specifically educates and enables property insurance
carriers in the difficult damage assessment and repair cost estimating challenges
presented by earthquakes. This course has been licensed to SAFECO, USAA, Transamerica,
American Family, Farmer's Home, Prudential, Continental, CNA, and Kemper.
